• Encourages co-ordination

• Better/opportunity for more integrated services with Local Authority
• Opportunities and Quality
• Designing services to meet patient need

Differences

• Opportunity for patient control/also seen as threat to professionals
• Strengths focus on workforce and existing relationships – one on tools
• Choice has opportunity cost – not all good
• Most focus on patient at expense of public
• Using LA relationship to access political influence + engagement
• Lack of money
• De-motivated staff
