Differences
- Opportunity for patient control/also seen as threat to professionals
- Strengths focus on workforce and existing relationships – one on tools
- Choice has opportunity cost – not all good
- Most focus on patient at expense of public
- Using LA relationship to access political influence + engagement
- Lack of money
- De-motivated staff
